This is a new program so there is no track record.
BUT, usually you have to be in a Ph.D. program to get
funding.  In this case, they promise full funding in their
Master's program.

seeking applications for graduate studies in our Master of
Science program in Computer Science.  It is a fully-funded
program, and students who enroll have the opportunity to
transfer to the planned Ph.D. program in Computer Science
and Informatics, with an anticipated starting date of Fall

Dear Student:
          
If you are interested in graduate studies in Computer Science,
we invite you to consider the M.S. in Computer Science program
at Emory University.
          
The M.S. program at Emory is a fully-funded, two-year program
offered through the Department of Mathematics and Computer
Science.  Faculty interests include algorithms, databases,
parallel processing, distributed systems, and networking.
Through collaboration with Emory science and medical faculties,
we also offer exceptional interdisciplinary opportunities in
computational science, high-performance computing, and bio-
informatics.
          
We are in the process of establishing a new Ph.D. program in
Computer Science and Informatics, with an anticipated starting
date of Fall 2007.  Students in the M.S. program may apply to
transfer to the new program when it opens.

All admitted students are supported by a nine-month stipend and
full tuition waivers. Additional summer support opportunities
exist, both within the department and elsewhere on campus.
